Penny Belcher, director of the Patrick County Developmental Center, was the guest speaker at the December meeting of the Patrick County Retired Teachers Association.
Penny described the historical summary of the Developmental Center under the direction of her mother, Ms. Francis Simmons, whose mission was to start a center for clients who needed special care. Penny gave a summary of the varied services provided to the center’s clients and an explanation of the funding sources for the center’s operation. From obtaining a building, thanks to Mr. V.R. Williams, to the outpouring of donations over the years from volunteers, the Developmental Center has touched and influenced many lives.
Penny informed the group that the Patrick County Retired Teachers Association (PCRTA) was the first civic organization to visit the Developmental Center at Christmas and continues to do so through visiting and entertaining in person or donating treats and donations during covid.
At the conclusion of the program, Betty Perry, president of PCRTA, presented the center with a $50 annual donation check from PCRTA and a supply of paper products provided by the retired teachers.
