Four people were indicted on sexual offenses against children aged 13 and under, according to grand jury indictments recorded in the office of Clerk of Court Susan Gasperini.
The grand jury met on Monday, June 6, and handed down a total of 80 indictments ranging from shoplifting to fraud.
The four individuals charged with sexual assaults against minors included the following:
• Joshua Allen Jarrard, Stuart, was charged with forcible sodomy of a child less than 13 while the defendant was 18 or older, between the dates of July 5, 2010 and July 4, 2011; forcible sodomy against a child between the dates of July 5, 2011 and July 4, 2012; and forcible sodomy against a child between the dates of July 5, 2012, and Dec. 31, 2013.
• James Clifford Tilley, Stuart, was charged with two counts of aggravated sexual battery of a child less than 13 between the dates of Dec. 1, 2015 and March 18, 2016; misdemeanor child abuse of two minor children under the age of 18 during the same time period; two counts of contributing to the delinquency of a minor during the same time frame; taking indecent liberties with a child under the age of 15, during the same time frame; and forcible sodomy of a child under the age of 13 between the dates of Dec. 1, 2015, and March 15, 2016.
• Ransome Cockram, Woolwine, was charged with aggravated sexual battery of a child under the age of 13, between the dates of Aug. 22 and Sept. 30, 2014.
• Tracy W. Willard, Stuart, was charged with aggravated sexual battery of a child under the age of 13, on or about June 28, 2015.
The following individuals were also indicted by the grand jury on June 6, the first day of the June term of Patrick County Circuit Court:
• James Daniel Biggs, charged with possession of a firearm while in possession of a controlled substance, methamphetamine, on Jan. 21, 2016; charged with sale of marijuana more than half an ounce and less than five pounds, on Jan. 21, 2016.
• John Henry McBride, charged with robbery and malicious wounding, with Samuel Ferguson listed as the victim, on Feb. 6, 2016.
• Chelsea Marie Asbell, charged with possession of Schedule I or II controlled substance, methamphetamine, on Dec. 25, 2015.
• Robert Davis Gray, charged with two counts of brandishing a firearm on school property or within 1,000 feet of school property, in such a manner to reasonably induce fear in the minds of Anthony Brian Mitchell and Jennifer Lee Gray, on Nov. 3, 2015.
• Austin Daniel Boles, charged with forcible sodomy against an adult, on Nov. 4, 2015.
• Michael H. Cheatham, charged with four counts of fraudulent conversion of property subject to a lien, on Jan. 6, 2016.
• Javan Mason Chatman Jr., charged with obtaining money or property belonging to Joseph Thompson by false pretense, on May 19, 2015.
• Vernon Leon Henry Charles, charged with felony failure to appear in court, on Dec. 15, 2015; charged with concealment of merchandise belonging to Walmart, on July 11, 2015.
• Richard Lee Byrd, charged with larceny of an animal, a dog belonging to Marilyn Foster, on Aug. 18 or Aug. 19, 2015.
• Brittany Nicole Fitzgerald, charged with concealment of merchandise belonging to Walmart, on Jan. 25, 2016.
• James Matthew Conner, charged with concealment of merchandise belonging to Roberts Market, third or subsequent offense, on Sept. 24, 2015.
• Dale Anthony Helms, charged with four counts of forgery and four counts of uttering a forged check written on the account of Cathy Bair, between Sept. 27, 2015, and Nov. 14, 2015.
• David Wayne Gilley, charged with possession of a firearm by a violent felon, on Feb. 6, 2016.
• Barry Lynn Helms, charged with larceny of a firearm belonging to Wes Barker, between Nov. 19 and Dec. 2, 2016.
• Jack W.S. Hines Jr., charged with grand larceny of property belonging to SunTrust Bank, on April 25, 2015.
• David Ray Lunsford, charged with unauthorized use of a motor vehicle belonging to Kristi McKenzie, on Dec. 28, 2015.
• Priscilla A. Clodfelter aka Pris Martin, charged with issuing worthless checks between Oct. 14, 2014 and Oct. 17, 2014.
• Richard Allen Meeks, charged with concealment, third or subsequent offense, of property belonging to Walmart, on Oct. 8, 2015.
• Felicia Williams Shandel, charged with identity theft using information belonging to Brenda Aileen Newman, between Dec. 24 and Dec. 26, 2015.
• Dale Harmon Wade, charged with providing false information to purchase a firearm, on Sept. 12, 2015.
• Jerrie Lynn Deal, charged with statutory burglary and grand larceny of property belonging to the estate of Bradley Rorrer and/or Delmas Rorrer, between Feb. 14 and March 16, 2016.
• John Henry McBride, charged with destruction of property valued at $1,000 or more, belonging to Betty Hammock, on Feb. 6, 2016.
• Maria Victoria Pero, charged with four counts of knowingly making false applications to obtain welfare assistance, between April and September, 2015; charged with two counts of obtaining public assistance under false pretense, in December of 2015 and January of 2016.
• Joseph Sobolewski, charged with grand larceny of property belonging to Billy Joe Southern Jr., on Feb. 18, 2016.
• Catherine Tiffen Spainhour, charged with statutory burglary and grand larceny of property belonging to Roger Payne, on May 4-5, 2016.
• Jennifer Dillon Tilley, charged with two counts of child abuse or neglect, between Dec. 1, 2015, and March 18, 2016.
