Non-drug March indictments

Grand jurors in Patrick County handed down 58 indictments during the March term. An indictment is not an indication of guilt, but rather a grand jury’s determination that enough evidence exists for a trial.

Among the 31 people named in the indictments are:

  • Stephanie Lawless Lemons, indicted on five counts of embezzlement of $500 or more from the Patrick Springs Primary School PTO. The alleged offenses occurred between Oct. 1, 2012, and Sept. 30, 2016, according to court records.
  • Richard William Blankenship, assault and battery, third or subsequent offense, Oct. 7, 2016.
  • Kenneth Ray Lockhart, disregard police command to stop, Oct. 1, 2016.
  • Kay Frances Reynolds, larceny, Aug. 8, 2016.
  • Darnell LaShawn Salda, strangulation, Oct. 25, 2016.
  • Andrew Wayne Smith, assault and battery, Aug. 24, 2016.
  • Alexander James Cipko, two counts abuse/neglect child, Dec. 9, 2016.
  • William David Hylton, one count each assault and strangulation, both Oct. 30, 2016.
  • Pierre Quartez Scales, reckless driving, Oct. 28, 2016.
  • Jay Devon Griffith, make false statement on consent form in connection with firearm purchase, Sept. 23, 2016.
  • Joshua Tyler Hambrick, one count each obtain money or property by false pretense, attempted grand larceny, both May 11; and improper disposal of 500 or more tires, Sept. 16, 2016.
  • Jovan Lamar Manns, two counts discharge firearm in an occupied dwelling, one count each possess firearm by felon convicted within 10 years and kidnapping, Aug. 25, 2016.
  • Joshua Cardale Marshall, assault of law enforcement officer, Oct. 1, 2016.
  • Archie Dale Belcher, intentionally damage/destroy property, Nov. 8, 2016.
  • Mark Allen Mitchell, possess firearm after being convicted as violent felon, May 25, 2014.
  • Nicolas Ashby Morris, grand larceny, between Aug. 25 and Sept. 1, 2016.
  • Walter Elbert Spence III, possess firearm by convicted felon, Oct. 3, 2016.
  • Harvey Lee Woods, possess firearm by convicted felon, Dec. 6, 2016.
  • Robert Dylan Pack, three counts propose a sex act/solicitation of a juvenile, Nov. 29 through Dec. 1, 2016.
  • William Grady “Woody” Adkins, carnal knowledge, Aug. 16, 2016.
  • Amber Shay Allen, three counts grand larceny, between Aug. 1 and Sept. 7, 2016.
  • Michael Anthony Burge, one count each aggravated sexual battery and indecent liberties, Aug. 3, 2012.
  • Frances Goins Hill, one count each uttering and obtain money/property by false pretense, July 11, 2012.
  • Dewey Hampton Hughes, possess Schedule I or II drugs, June 2, 2016.
  • Kevin A. Johnson, one count each obtain money or property by false pretense and conspiracy, Jan. 6.
  • Kasie Lane Joyce, forgery, Jan. 16.
  • Roy Warner Keen, one count each grand larceny of motor vehicle, Oct. 4 through 15, 2015; grand larceny and statutory burglary, March 1 through March 3, 2017.
  • Rhonda Kay Phillips, possess Schedule IV drugs, Aug. 16, 2016.
  • Kimberlee Sue Way Warner, three counts petty larceny, third or subsequent offense, between Aug. 1 and Sept. 7, 2016.
  • Timothy Walker White, three counts aggravated sexual battery, between Nov. 1 and Dec. 24; one count sodomy, Dec. 24, 2016.
  • Shelby Nicole Wingfield, three counts grand larceny and one count petty larceny, between Aug. 1 and Sept. 7, 2016.
