County sees increase in carryover funds

The Patrick County Board of Supervisors learned the county experienced an increase in carryover funds during the annual year-end report at its Aug. 10 meeting.

The fiscal year ended June 30, 2026. Treasurer Sandra Stone said the net general county fund balance carried forward was $13,947,421, an increase of $295,852 from the previous fiscal year.

Stone said the county’s carryover balance comes from several sources, including unspent department budget funds, revenues that were higher than budgeted and unspent carryover funds from the previous year.

“Carryover funds are needed and used during our lower revenue months. Usually, these months are August to October and February to April,” she said.

At the end of June, the county’s contingency fund balance was $1,251,601. The county earned $442,876 in interest on investments and $16,396 in interest on deposits.

“Increase and decrease from year-to-year is based on the interest rate, or the amount that we actually have in the fund. This past fiscal year there were no new funds set up,” she said.

Stone said the delinquent tax list has been completed, with copies available in her office and the County Administration Office.

As of June 30, the county had collected 98.61% of 2024 personal property taxes and 94.72% of 2025 personal property taxes.

“For 2023 real estate we were at 99.59 percent, for 2024 real estate we were at 99.3 percent, and for 2025 real estate we were at 97.7 percent, and for year 2026, which is just for the first half only, we are at 95.62 percent,” Stone said.

Stone said delinquent taxes are collected daily through methods including Department of Motor Vehicles stops, wage liens, debt setoffs, bank liens, summonses and judicial sales.

“These have been very beneficial. We don’t do anything until it’s a last resort. We try to do every method we possibly can and we are willing to do payment plans, so if anyone finds themselves in a financial hardship or anything like that please reach out to us. We will work with you anyway we can,” she said.

In other matters, the board:

Heard from Steve Ferring about a Freedom of Information Act request he filed regarding vehicles used by the sheriff’s office.

Heard from Galen Gilbert, who thanked volunteers and first responders who helped in the aftermath of recent flooding.

Approved a resolution setting the Personal Property Tax Relief Act percentage at 29.5%.

Ratified the July 2026 appropriations.

Approved a declaration of a local state of emergency due to flooding.

Tabled scheduling a public hearing to amend the Patrick County Public Schools fiscal year 2027 budget.

Approved the county serving as the preservation partner for Envision Critz to qualify to apply for a Virginia Outdoors Foundation grant. There is no financial obligation to the county.

Heard an update on the Blue Ridge Regional Library from Director Melissa Chapman.

Heard an update on commercial vegetation spraying from Facilities Director Scottie Hylton.

Heard the annual Piedmont Community Services update from Executive Director Greg Preston.

Paid bills, claims and appropriations.

Presented the August Patrick County Partner award to The Enterprise.

Appointed Amy Hylton to the Community Policy & Management Team Board as the county administration representative.

Appointed Richard Cox to the Department of Social Services Board and Community Policy & Management Team to fill the remaining one-year term.

Heard the administrator’s report.

Heard the supervisors’ reports.

Services update.
