School System Commended for Educational Excellence
In a recent presentation to the Patrick County School Board, Dr. Matt Hurt, Director of the Comprehensive Instructional Plan (CIP), praised Patrick County Public Schools for their commitment to high-quality education. Speaking at the board’s September 18 meeting, Hurt highlighted Patrick County’s consistent success and resilience in the face of challenges. The CIP, a statewide consortium of 69 public school divisions, focuses on improving student outcomes through collaboration among educators. Patrick County was among the initial districts to join, and its achievements continue to set a high standard for educational excellence across Virginia.
Recognizing Patrick County’s Commitment
Hurt began by acknowledging the strong relationship he has developed with Patrick County over the last decade. “I hope the people of Patrick County understand what they have, because it’s not readily found in other parts of the state,” Hurt said. He noted that the county’s dedicated staff, supportive administration, and unwavering commitment to student success have established it as a standout among Virginia school divisions.
A Culture of High Expectations and Positive Outcomes
Patrick County’s academic performance is reflected in its impressive state rankings: for three consecutive years, it has placed in the top 10 for state pass rates. Hurt attributed this success to the county’s high expectations. “Expect more, get more; expect less, get less,” he remarked, underscoring the county’s educators are committed to rigorous standards. These expectations have led to significant gains in Standards of Learning (SOL) scores, a key measure of academic achievement in Virginia.
Hurt challenged the assumption that higher poverty rates automatically translate to lower SOL scores. Using Patrick County as an example, he pointed out that the division has outperformed expectations despite economic disadvantages. “Patrick County does not allow the challenges of poverty to hold students back—they find ways to make it work anyway,” he said. A data analysis shows Patrick County exceeding the trend line that links poverty rates to SOL performance.
Meeting Challenges with Supportive Leadership
Like many rural districts, Patrick County faces unique challenges, including a high percentage of economically disadvantaged students and a larger proportion of students with disabilities. Despite these hurdles, the division maintains a positive and supportive environment, which is evident in teacher satisfaction surveys and other climate data.
“Patrick County has a ton of highly dedicated teachers and administrators,” Hurt said. “They stop at nothing to ensure their students succeed.” He credited the strong support system fostered by school leaders for contributing to both teacher retention and student achievement.

Hurt concluded by highlighting Patrick County as a model for public education. He commended the division’s high standards, supportive culture, and determination to overcome obstacles. “Patrick County has it figured out when it comes to public education,” he stated confidently.
